President Trump signed a directive ordering the Commerce Secretary and U.S. Trade Representative to advance talks with allied nations. The document explicitly states that if negotiations fail to reduce reliance on China, the administration may establish a

"minimum price" on imports to protect the domestic market.
This move marks a pivot from the earlier threat of immediate tariffs under Section 232 of the Trade Expansion Act.

Multilateral Momentum Builds on Critical Minerals

This decision follows closely on the heels of a high-level meeting in Washington. On the 12th, G7 members, Australia, South Korea, India, Mexico, and the EU convened to discuss rare earth and mineral de-risking strategies. Future talks are expected to focus on:

  • Designing a potential import minimum price mechanism.
  • Coordinating international investments in mine development.
  • Strengthening supply chain transparency and resilience.

Past Chinese Export Controls Loom Large

The urgency for alternative rare earth supplies is underscored by recent history. In April 2025, China retaliated against earlier tariffs by restricting exports of key materials.

This experience continues to drive policy aimed at mitigating coercive economic leverage.

By delaying rare earth tariffs, the U.S. is opting for a coalition-based approach over unilateral trade measures. The focus is now on creating a viable, diversified supply network with partners.
